In 2006 OECD's Centre for Educational Research and Innovation carried
out a study on Open Educational Resources (OER) in higher education. The
report from the study was published in May 2007 by the OECD under the
title "Giving Knowledge for Free -- The Emergence of Open Educational
Resources". It can be freely downloaded from

The purpose of the study was to analyse and map scale and scope of OER
initiatives worldwide. We are now conducting a follow-up study. *One
important element of this follow-up study is to ask OER initiatives and
projects about the development of their activities since two years
ago.* A report with the findings will be published on the OECD website
www.oecd.org/edu/oer <http://www.oecd.org/edu/oer>.
*Definition*
In this study we use the following definition of open educational
resources: Open educational resources are digitised materials offered
freely and openly for educators, students and self-learners to use and
re-use for teaching, learning and research. According to our
understanding, open educational resources include:
1. Open courseware and content.
2. Open software tools (e.g. learning management systems).
3. Open material for e-learning capacity building of faculty staff.
4. Repositories of learning objects.
5. Free educational courses.

1. Compared with two years ago, do you experience a growing interest
for using open educational resources (OER)? (If your OER initiative was
launched later than two years ago, please compare with that point in time.)
a. Do you have more visitors to the website where your OER are
freely downloadable? If possible, please send statistics.
b. Among your visitors, do you know which proportion are students,
self-learners, teachers and researchers?
c. Do you have more downloads of OERs? If possible, please send
statistics.
2. Do you think that students, teachers and researchers at your
institution are using increasingly OER? Which percentage do you estimate
of user of OER produced elsewhere and not in your particular institution?
3. Have your institution developed a particular policy regarding
OER? If so, could you attach a copy of the documents or indicate the url
where they can be downloaded?
4. Compared with two years ago, do you experience a growing interest
for producing OER?
a. Do you have more people willing to contribute with OER to your
website? If possible, please send statistics.
b. Do you have more OER available for use? If possible, please send
statistics.
5. Compared with two years ago, would you say that OER users and
producers are more aware of Intellectual Property Rights issues?
a. Yes / No
6. What is the biggest challenge for your OER initiative at the
moment? Is this challenge in any way different from the situation two
years ago?
7. Compared with two years ago, do you experience a growing
awareness of the OER on the management level at higher educational
institutions?
