I agree with Lucas. <br>
<br>
I think also that there are other dimensions to this.<br>
<br>
The one that I keep encouraging is an awareness of<br>
the ICT design and development processes themselves.<br>
Thus, in this context, we might encourage education in the use of <br>
best / standard methods of design and development of ICT.<br>
<br>
The issue, I feel, is that there has a policy gap between <br>
how we want ICTs deployed and used and what needs to be<br>
communicated to the community that actually develops them to achieve
that.<br>
<br>
It is actually more complicated than this if consider now that people
without formal<br>
training in design and development are now able to do a lot of<br>
development themselves (e.g. microsoft access), sometimes with<br>
bad consequences. <br>
<br>
How do we deal with this in terms of education?<br>

I have made some minor suggestions.
With regards to the last point in this document, I agree with Divina, and we need to clarify the distinction between technical standards, which facilitate the effective exchange of information and data-handling, from standards of accreditation and validation, which may be best determined on local and regional bases. This issue is a very contentious one!

Please find attached a proposal/draft for a text to be sent to our
representatives that will attend the next open meeting of WGIG, the week of
the 18th in Geneva. It is the last one before WGIG produces its final
report!!
I have taken most of our statement in our input to the political chapeau but
I have also added points answering the items raised in the WGIG working
document called "education and WGIG". You will find in red my requests for
"language", ideas, etc. please insert your answers in blue, for me to
integrate. Deadline for submission is this Sunday... I'd like to have your
suggestions by Saturday at the latest.
