I am here forwarding you a seminal work that you need to refer to in order
to get the concepts of digital poverty. Because I believe these will inform
your work. Roxanna Barrantes is a Peruvian economist that works on a sister
project, on Pro-poor pro-market policy.
The second paper is on information poverty and an attempt to measure it
It would be good for you all to visit the www.researchictafrica.org website
where your Research ICT Africa has the research on 14 African countries
related to the infrastructute environments that you are working in.
