  It was refreshing and wonderful to see you all in action over the past two days! 

   

  In response to APC's letter, and especially for those of you that have left already, we had a discussion this morning of the origins of GRACE and where it is going, and who its partners are and what expectations we have over the next few moths as it comes to its fulcrum!

   

  I will not repeat that all here, but need to let you all know that since you are already flying, we look forward to the book which is your dream at the end of this project.

   

  Please find attached (and below) my letter to explain the process that IDRC is following to ensure that the project is secure in the hand over process.

  GRACE management handover : The administrative process ahead

   

  Dear GRACE network members

   

  In April 2006 the APC indicated to the IDRC it no longer wanted to administer the GRACE project, however, will remain involved, as spelled out in their letter herewith circulated. In an effort to ensure the handover of management from APC to Research for the Future (Ineke Buskens) happens as smoothly as possible the IDRC has undertaken the following steps:

   

    1.. facilitated the discussion between APC's Women's program manager Chat Garcia and her administrative team and Ineke Buskens in which the hand-over date and process was agreed. 
    2.. received a request from Ineke who is wanting to take over the management of the project 
    3.. will be assessing the financial report of the project to date from APC to ensure that if transfers of monies are required between APC, IDRC and Research for the Future that this is done in a timely fashion. 
    4.. are undertaking the institutional assessment of Research for the Future to ensure that the funding for the finalization period, from July 2006 to April 2007 when the project should be complete, is secure.  When this is complete we 
    5.. will issue an amended contract which will move the administrative responsibilities from APC to Ineke's organization. 
    6.. ensure that this amendment enables your contracts with APC to be transferred to Research for the Future without the need to reissue these contracts after which you will receive your funding from the new institution. Your commitment of delivery will be with the new institution. 
   

  As APC will stop managing the administration of this project at the end of June we will endeavor for the amended memorandum of grant conditions to be issued to Ineke Buskens' organization by then. 

   

  I want to thank APC for their committed handling of the financial administration so far. I also want to endorse what Chat has said in her communiqué that APC will continue to provide support to the communication platform for GRACE and will participate in the dissemination of the network's outputs and reports. 

   

  However, the research directorship and project management functions will now be undertaken by Ineke Buskens, through Research for the Future.. Our expectation is that this is the best way to ensure completion of this project -- because it will promote coherence in the GRACE management -- which needs to end by April 2007. 

   

  This final period is one of writing up and getting published, and ensuring that you all have policy influence in your various nations. It is also a time in which there will be an internal review of the project experience in order to express the lessons of experience in this project. 

   

  As this is the last working/training session for the GRACE network under the existing project I take this opportunity to meet with you and to try and answer any questions you might have at this stage. Those I cannot resolve here I will refer to Ottawa if needs be.
