fase de Túnez debía encontrar mecanismos concretos al menos para ayudar a
superar la “brecha digital” y para el gobierno de Internet. El Secretario
General de Naciones Unidas Kofi Annan dijo que había pasado el tiempo de los
diagnósticos y llegaba la hora de las acciones. Son sin embargo pobres las
acciones que puedan surgir de <st1:PersonName w:st="on"
ProductID="la Cumbre. El">la Cumbre. El</st1:PersonName> documento final es
interesante como Declaración pero aporta pocas soluciones
concretas.<o:p></o:p></SPAN></FONT></P>

derechos humanos a fin de que todos los pueblos del mundo puedan consultar,
utilizar y compartir la </SPAN></I></SPAN></FONT><FONT size=2><SPAN
style="FONT-SIZE: 11pt; FONT-FAMILY: Arial"> </SPAN></FONT><I><FONT
size=2><SPAN
style="FONT-SIZE: 11pt; FONT-STYLE: italic; FONT-FAMILY: Arial">información y el
conocimiento para desarrollar su pleno potencial y alcanzar las metas y los
objetivos de desarrollo acordados internacionalmente, entre ellos los Objetivos
de Desarrollo del Milenio ". <o:p></o:p></SPAN></FONT></I></P>
<P style="TEXT-ALIGN: justify"><FONT face=Arial size=2><SPAN
style="FONT-SIZE: 11pt; FONT-FAMILY: Arial">También expresa el compromiso por
reducir la brecha digital y afirma que la comunidad internacional debe tomar las
medidas para que todos los países del mundo dispongan de un acceso equitativo a
las nuevas tecnologías. Pero no dice cómo se
hace.<o:p></o:p></SPAN></FONT></P>
<P class=MsoNormal><FONT face=Arial size=2><SPAN
style="FONT-SIZE: 11pt; FONT-FAMILY: Arial">También afirma <I><SPAN
style="FONT-STYLE: italic">que “prestaremos una atención especial a las
necesidades peculiares de los grupos marginados y vulnerables de la sociedad,
entre ellos los emigrantes, los desplazados internos, los refugiados, los
desempleados, las personas desfavorecidas, las minorías, los pueblos nómadas,
las personas mayores y los
discapacitados.”<o:p></o:p></SPAN></I></SPAN></FONT></P>
<P style="TEXT-ALIGN: justify"><FONT face=Arial size=2><SPAN
style="FONT-SIZE: 11pt; FONT-FAMILY: Arial">Durante el encuentro se definió la
conformación de un Foro internacional y multiparticipativo para el Gobierno de
Internet. No esta muy claro todavía cual será el poder real de eso Foro. Es un
avance que podemos celebrar, porque el Foro tiene mandato de los países miembros
de Naciones Unidas para debatir todo lo referente a Internet. Sin embargo,
al menos por ahora, el control de internet seguirá en manos de
<st1:PersonName w:st="on" ProductID="la agencia ICANN">la agencia
ICANN</st1:PersonName> dependiente del gobierno de Estados Unidos.
<o:p></o:p></SPAN></FONT></P>
<P style="TEXT-ALIGN: justify"><FONT face=Arial size=2><SPAN
style="FONT-SIZE: 11pt; FONT-FAMILY: Arial">También se resolvió poner en marcha
un Fondo de Solidaridad Digital, pero voluntario. No se resolvio ningún
mecanismo obligatorio para recaudar fondos. Los países con más capacidad
para aportar recursos se abstuvieron de formalizar compromisos
concretos.<o:p></o:p></SPAN></FONT></P>
<P style="TEXT-ALIGN: justify"><FONT face=Arial size=2><SPAN
style="FONT-SIZE: 11pt; FONT-FAMILY: Arial">Se afirma también “<I><SPAN
style="FONT-STYLE: italic">la necesidad de fomentar y promover el desarrollo
colaborativo, las plataformas interoperativas y el software de código
abierto</SPAN></I></SPAN></FONT><FONT size=2><SPAN style="FONT-SIZE: 11pt">
</SPAN></FONT><I><FONT face=Arial size=2><SPAN lang=ES-TRAD
style="FONT-SIZE: 11pt; FONT-STYLE: italic; FONT-FAMILY: Arial">y
libre</SPAN></FONT></I><FONT size=2><SPAN lang=ES-TRAD style="FONT-SIZE: 11pt">”

claro y se expresaron buenas intenciones pero hay pocos avances
concretos.<o:p></o:p></SPAN></FONT></P>
<P style="TEXT-ALIGN: justify"><FONT face=Arial size=2><SPAN
style="FONT-SIZE: 11pt; FONT-FAMILY: Arial">Vale resaltar las posibilidades que
se abren en AL. Los países de nuestra región acordaron metas y un
mecanismo de seguimiento. Los países de la región acordaron contar con un
mecanismo temporal que siente las bases para la conformación del mecanismo
permanente que coordine y de seguimiento a la implementación del eLAC2007. El
mecanismo temporal tendría el mandato de identificar las prioridades de los
países con relación a los grupos de trabajo establecidos en el Plan de acción
regional y conformar el mecanismo permanente antes del 30 de junio de 2006.
Quedó sin explicitar la participación directa e institucional de las
organizaciones de <st1:PersonName w:st="on" ProductID="la Sociedad Civil">la
Sociedad Civil</st1:PersonName> en los mecanismos
creados.<o:p></o:p></SPAN></FONT></P>
<P style="TEXT-ALIGN: justify"><FONT face=Arial size=2><SPAN
style="FONT-SIZE: 11pt; FONT-FAMILY: Arial">La Cumbre de la Sociedad de la
Información ha concluido, pero el debate sigue abierto.
