Corridor discussion with China: they are prepared to go with early para in
Windhoek Declaration that refers to A19 but nothing stronger. What they will
not budge on is control of the internet by nations.

Word has it that the ITU want to slip out the back door as they were unaware
what a political quagmire they were getting in for. They are said to be
going to announce 40 staff cut backs and lack of resources......can't be
fully true but this is a strong rumour..

Can you send me a way of testing statements around Article 29 of the UDHR?
Maybe A19 has developed them? I need to go into a debate on 19 and 29....
