[Media Caucus] Media paragraph in CS benchmarks

Dear All,
I don't want to get into this (I wasn't there, but I sympathise with
some of the sentiments having had my own problems with the tweaking of
our position on media concentration after Prep Com 2) but I'm sorry if
the clear understanding on the law and media concentration has been
watered down from the clarity that we negotiated at Prep Com 3. Victor's
points below (which I seem to remember drafting myself) had this
covered... is it now lost?

Nobody spoke about privatizations. The whole part concerning this point
was (just to remember everone):
Legislation to ensure the participation of all in the information
society
should:
a. promote and defend the existence and development of free and
independent media,
b. encourage pluralism and diversity of media ownership and avoid
excessive media concentration,
c. recognize the specific and crucial role of public service
broadcasting and community media,
d. transform state-controlled media into editorially independent
organizations.
So, clever or not, it was not agreed upon.
