Hello to those on and off site,
The main business of this PrepCom, and which the Media caucus will need to
develop positions / text on is:
1. The paper on financing - the WSIS Exec. Secretariat hope to complete this
negotiation at this PrepCom.
The paper is in the PrepCom documentation and on the ITU web site for WSIS:

Title 'The Report of the Task force on Financial mechanisms for ICT for
Development'
2. The paper from the Friends of the Chair which has two parts - political
and operational. This is the draft of the Summit statement and the main
negotiation document for this. The media is mentioned in the political part
but overall there is little said about net content and the role of the
media.

Title 'Report on the Work of the Friends of the Chair'
3. Internet Governance - the Working Group on Internet Governance does not
yet have a report ready. This topic will be discussed by the Government
Plenary on 24th Feb. between 10am and 6pm.
4. Summit Format / Round Tables & Plenary
There is a CSB - Inter-government Bureau meeting at 2pm on the 17th, before
we meet.
These matters are on the agenda:
- format of the Summit Plenary - how can it be more attractive to the
general public?
- should there be round tables? How could they be more interesting, more
lively than they were at the last summit?
- are there specific side events that we want to propose? The current
deadline is April 1st (though this is widely considered too soon and may be
pushed to the end of April).
I encourage those of you who are off site to examine these documents and
consider the Summit format and send your comments to this list.
Please give high priority to the Summit format so your thoughts can be taken
into account through my representation of you on the Civil Society bureau.
