Censorship tightened in host country for World 
Summit on the Information Society

Tunisia, host of the 16-18 November 2005 World 
Summit on the Information Society (WSIS), 
blocked access to the opposition Progressive 
Democratic party (PDP) website on 1 March, adding 
it to a long list of filtered sites.

The moves showed censorship was being tightened 
said Reporters Without Borders, condemning 
Tunisia's model for developing the Internet.

Even radionongrata.org, the website set up by the 
worldwide press freedom organisation to report on 
the summit has been censored.

"President Ben Ali believes that the fact the UN 
agreed to hold a summit on the Internet in his 
country means the international community 
approves of his policy in this field," the 
organisation said. "We believe that, on the 
contrary, the Internet model advocated by 
Tunisia, combining censorship and crackdown, 
should be condemned by countries that care about 
freedom of expression".

The PDP site (www.pdpinfo.org) may have been 
blocked for having fuelled the debate provoked by 
the visit of Israeli Prime Minister Ariel Sharon, 
announced for November 2005. Its home page 
features a photo of the Israeli leader stamped 
with the slogan, "No to the visit of the 
bloodthirsty one". The party leader, Néjib 
Chebbi, has said in reference to the invitation, 
"The government should review its decision, or 
Sharon will walk on our corpses".

The website www.radionongrata.org was set up by 
Reporters Without Borders for the preparatory 
meeting of the WSIS in Geneva on 17-25 February 
2005. It lists the organisation's recommendations 
for free expression on the Internet and carries a 
personal account by Tunisian cyberdissident 
Zouhair Yahyahoui, who has spent more than a year 
and a half in jail.

Following the preparatory meeting, President Ben 
Ali accused human rights NGOs of carrying on a 
"trade in distorting Tunisia's image". He also 
repeated that the holding of the WSIS in his 
country was a "world affirmation" of "our choices 
and orientations".

La censure se raidit au pays du SMSI

Le site Internet du Parti démocratique 
progressiste tunisien a été rendu inaccessible le 
1er mars 2005. Il vient s'ajouter à la longue 
liste des publications en ligne filtrées en 
Tunisie, pays hôte du prochain Sommet mondial sur 
la société de l'information (SMSI). Même 
radionongrata.org, le site mis en place par 
Reporters sans frontières pour traiter de cette 
conférence, est aujourd'hui censuré.

L'organisation constate un durcissement de la 
censure et dénonce le model de développement de 
l'Internet adopté par la Tunisie. "Le président 
Ben Ali considère que si les nations unies ont 
accepté d'organiser un Sommet consacré au Réseau 
dans son pays, c'est que la communauté 
internationale approuve sa politique dans le 
domaine. Nous estimons au contraire que le modèle 
d'Internet prôné par la Tunisie, qui allie 
censure et répression, devrait être condamné par 
les Etats attachés à la liberté d'expression", a 
déclaré Reporters sans frontières.

Le site du Parti démocratique progressiste 
tunisien (PDP - www.pdpinfo.org) pourrait avoir 
été bloqué pour avoir nourri la polémique 
provoquée par la venue annoncée au SMSI, en 
novembre 2005, du Premier ministre israélien 
Ariel Sharon. Il affiche en effet sur sa page 
d'accueil une photo du leader israélien barrée du 
slogan "Non à la visite du sanguinaire". Le 
numéro un du parti, Néjib Chebbi, a par ailleurs 
déclaré à propos de cette invitation : "Le 
gouvernement doit revoir sa décision, sinon 
Sharon devra marcher sur nos cadavres".

Le site www.radionongrata.org a été mis en place 
par Reporters sans frontières à l'occasion de la 
réunion préparatoire (prep com) du SMSI qui s'est 
tenue à Genève du 17 au 25 février 2005. Il 
présente les recommandations de l'organisation en 
matière de liberté d'expression sur Internet et 
propose le témoignage de Zouhair Yahyahoui, un 
cyberdissident qui  a passé plus d'un an et demi 
dans les geôles tunisiennes.

Suite à cette prep com, le président Ben Ali a 
accusé les ONG spécialisées dans les droits de 
l'homme de s'être livrées au "commerce de la 
déformation de l'image de la Tunisie". Il a en 
outre réaffirmé que la tenue du SMSI dans son 
pays était un "témoignage mondial" en faveur "de 
nos choix et de nos orientations.
