Dear all,
Interesting thread among ourselves.
We are entering a new phase where instead of five minutes speaking slots at
the beggining of official plenaries (which required a strong coordination
and a common statement from civil society) we have obtained the right to
speak, or at least some right to do so. As a consequence, we are moving
from statements on procedure (basically around the multi-stakehlder
principle) where we have large agreement among ourselves, towards
substantive issues where differences are larger.
We therefore are naturally evolving (as happened yesterday) towards a
looser coordination of several interventions rather than a single statement.
And I believe as Karen has mentionned, that this is more powerful. As a
comparison, I believe the constraining EU coordination mechanism is
preventing its 27 countries to leverage the diversity of their positions to
enhance their outreach and conviction capacity. Let therefore our
coordinated diversity lourish in this new stage.
On the other hand, it is true that some CS interventions yesterday were
maybe a little off-topic, and some discussions on strategy should take place
on the range of the issues we want to raise. But as someone mentionned on
the list
As for the proportion between governmental speakers, I noted that Nitin
tended to give some relative order of priority to governments to be sure
that even if they raised their hand later than some CS actors, they were
given some sort of precedence. And to me, it is fair at that stage and a
perfect example of his chairmanship ability.
Enough for the moment; but it would be useful later to draw the lessons form
the transition we are going through and the two days we experience now.
Best
Bertrand
