Dear list,
first of all thanks for the confidence. I will do my best, together with Jackie, to move the list towards the IGF in October 2006. My understanding is also that our mandat is limited and that there will be new chairs after the IGF I.
As Milton has said, we have a very clear and simple challenge: To provide input into the prepration of IGF I. The dateline is very close: February 28.
Here are my five points as a starter
1. We support the idea of a programme committee and would reject other insitutional arrangements like a "Buereu" or a "Steering Committee".
2. We are in favour of a limited mandate of the Programme Committee (defining the themes of the IGF, defining the subjects of the different sessions and inviting speakers, panelists, moderators and rapporteurs for the Plenary and WG Sessions of the IGF).
3. The composition of the programme Committee should be along the lines of the WGIG (small/15/, multistakeholder, appointed by the UN SG (probably based on recommendations by stakeholder groups, limited mandate (until the end of the IGF I only)
4. One of the tasks of IGF I is to agree on the future management structure and Programme Commiteee for IGF II.
5. Working Papers for IGF I should be organized by the IGF Secretariat in consultation with recognized experts (probably based on recommendations from the Programme Committee after the May meeting)
These ideas are more or less in line with Milton´s proposal.
With regard to Roberts proposal to "multistakeholderise" the MMWG, I would have some reservations at this point. My understanding of the MMWG is that it was established primarily as a CS subgroup of the CS Internet Governance Caucus to clarify the CS posiion towards the IGF. While I have no problems with individuals from governments as members of the list, we should at this early stage no to be too ambitous. We could reach a moment in the process where it makes sense to propose to the to other stakeholder groups to have a joint list. But it seems to me that it would be better that we first do our homework, consolidate and generate CS input int the IGF process.
But first things first. The pressing dateline is February, 28. I invite all members of the list, to comment on the points above, to make additional proposals or to raise new issues. I hope that we can get an general impression from the group until Wednesday, February, 22, 2006. Jacki and I will try then to formulate a statement open for comments until Monday, 27. The final version will be send to Kummer on Tuesday, February, 28.
