I agree with your point, but I also realize that, for most governmental
people, discussing policy matter through an online mailing list is
already a huge leap forwards. (I remember one of the governmental
officers in the WGIG, from one of the most developed countries in the
world, saying that "I am not being paid to do silly things such as
reading email".) 

So I guess you would have to go by steps... first get them to accept the
"conservative" technology, that in fact is already a two centuries'
advancement and breach of protocol for them, and only then push forward.
