i thought it was not CS only. but it is interested individuals,  
whatever house they belong to.  and i am assuming that many of us are  
multi-stakeholder as individuals - i.e. people who are predominantly  
CS, but also a little bit PS and little bit Gov with maybe a dash of  
Internet community.

well the name can also mean that these individuals work on the  
subject of multi-stakeholder modalities.  and even if they were all  
CS based they could still be a MMWG because MM was their focus.

it is an interesting question in a sense and one that may have a  
reflection in the IGF itself.

for a [Program/Steering committee, Bureau, or whatever it gets  
called], to be be multistakeholder does it:

a. need to be composed of individuals who happen to be identified  
with the various stakeholder groups

b. need to composed of representatives from those groups
