Dear list,
 
attached is the first draft of the IGF Input Statement.
 
I tried to take all ideas on board and to translate it into "diplomatic language". As you have seen, some of our controversial issues like "steering committee" or "fourth stakeholder group" are presented in a "dynamic way". If we argue the Forum is a process, how we can know today, how the IGF will look like in two or three years? So we should work with preliminary ideas and keep the door open for further developments. 
 
But again, it is a draft open for all kind of changes. If you have serious interventions, please offer alternative langauge which takes into consideration also the arguments of other members of the group.
 
And please take into account that we have only 40 hours for discussion.
 
The plan is to send the Statement tomorrow 18.00 CET to Mr. Kummer.
