hi william - suprisingly the track changes work fine with open office, 
however, i would propose to use the wiki as point of reference as 
sending around files will result in versioning problems. I have posted 
wolfgang's draft on http://mmwg.wikicities.com/wiki/IGF_MMWG_Input 
(sorry i dont know wether there is agreement on the changes you propose, 
but would suggest you create a separate page as some are quite radical)

regarding the point you raise about authorship:

I am not clear though whether we are submitting this as “the MMWG”
or as some members of the MMWG, since a) many people on the list
don’t participate, and b) probably not all of those who do
participate will have weighed in pro or con before it is submitted.
If the consensus is that we can here speak for the MMWG per se then
delete ‘members of’ above. See also my last point below]

as i understand this is a neverending issue and there a good reasons for 
both practices. i would opt for the middle way and say keep the 
formulations as "the MMWG" but make sure it is clear who supports it by 
individual/organisational representative signing on. Additionally we 
could consider whether members who agree in principle but wish to 
express divergent views can do so in an annex.
