Wolfgang, thanks for generating a second draft for us to quickly comment
on. You coordination efforts are greatly appreciated.
Let me raise 2 points related to section 4...

gender balance as well as a human rights and

with a small "Programme Committee" representing all
stakeholders on an equal footing. Individual
Programme Committee members should participate on
an equal, peer-level basis. It may be advisable to
consider whether the Programme Committee should be
replenished with new members on an annual basis. If
so, the Committee and the Secretariat could devise
a procedure for this task, to be approved by the
annual meeting.
Point #1:
I have issues with the sentence on program committee "replenishment" . I
think the section is too vague. I would propose that more detail be
added, or - better yet - the section be dropped.
Point #2:
CS i think should be a bit more forceful making sure we have an equal #
of seats in the PC. we might want to cite paragraph 50 of the WSIS
Geneva Declaration of Principles..
(where there's a specific reference to forums..)
“…the full and active participation of governments, the private sector
and civil society from both developing and developed countries,
involving relevant intergovernmental and international organizations and
forums…”,
