Please, I do appreciate your efforts, but let's not try to call
consensus on things yet :-)
In particular, it seems to me that there is much opposition to the idea
of forbidding individual participation in the Plenary - if I had to sum
things up, I'd say that the idea that circulates on the list is that
everyone should be allowed to participate at least in the plenary and
discussion phase.
In any case, we'll have to find ways to determine consensus...
