I'll join other people saying that you've not solved the voting issue, 
which would possibly lead you to reinstate some form of Council of 
stakeholder reps as a balanced and accountable decision taker on behalf 
of the Plenary, which could vote upon what in your draft is voted upon 
by the Plenary.

At the same time, I support Bill's point on working groups being created 
from the bottom, with the maximum risk being that their output is never 
adopted by the Forum; also, I don't think that you should have to wait 
for a year to get to a Plenary meeting for decisions (but the most 
important ones) to be taken. That's another reason in favour of a 
Council that can meet more frequently and let the flow of WG activities 
proceed smoothly and quickly.
