Since that is 6 AM east coast (3 AM west coast) in N America, this is 
from the prior evening here:

Let me say quietly, hopefully gently, but:  We all have our own 
approaches; mine looks for certain minimums in process, to confirm 
integrity of the undertaking.  When we have sufficient time for 
comfortable consideration of differences, when we have adequate 
representation - then we might begin to work on consensus.  For me, 
this process has not got there yet - my take on it.

(Hence, the option for under-signers.)

The larger picture:  Implicitly, we are inviting the governments to 
take up what for them is a new process - the process we use here. 
That says we want to set a gold standard, in our conduct of it - in 
my view.  We can be sure they are watching, through the archive and 
however.
