Hi all, this is the text of the other paper on Rio in general.

Same procedure as the first one : a first round of general comments then
further discussion.

A "package" deal for Rio

Basic idea: "Rio should be Athens plus"

The 2nd IGF should build upon the experience gained with the 1st IGF, taking
into account the need for an incremental progress along the 5 planned
sessions, towards the fulfillment of the IGF's mandate, according to the
Tunis Agenda.

1.      On substance:

–        "Athens-plus" is the inclusion of a main session and workshops
devoted to "critical internet resources". The aim is to discuss whether
relevant processes of coordination and management of critical Internet
resources are consistent with the principles embodied at WSIS summit.

2.      On structure:

–        A main working session will be devoted to a discussion on the
structure for future meetings, including the role, criteria, nomination,
rotation and procedures for the Advisory Group or other supporting body.

3.      On outcomes:

–        There will not be a negotiated text. The "Rio message on Internet
Governance" will be a Chairman's summary and, attached to it, templates
filled in by organizers of workshops, best practice forums, open forums,
dynamic coalitions and other events.
