it's out of the question that we can agree on anything--even basic
principles--today or tomorrow. Our ideal window of opportunity to submit
something to the IGF was the current meeting, and given this, before we
continue we need to define our purpose, as some on this list have been
repeatedly asking for a while.</FONT></DIV>

its ability to focus on one specific and more detailed issue related to the
Forum, namely its "MM" or "multistakeholder modalities." If we have something to
say about that, we should have developed it two weeks ago and put it on the
intgovforum site. If not (and frankly I think we missed the boat), we should
remain silent and not rush into something for the sake of having something to
