<P><FONT size=2>Bill, I have asked this question several times on the list.
There was no clear answer. If the IGC pushes the debate and prepares the
statement for March, 31, 2006, this is okay and probably more effective than if
it comes via the MMWG. Anyhow, we need a leader for the IGC, at least an
"Interim Leader" for the time period from now to end of October 2006.<BR><BR>We
need also a procedure for the collection of names of candidates for an IGF
group. This can not be done by the
