Dear Members of the Bureau,

Please find attached the Draft Declaration and Plan of Action resulting
from the Swiss informal negotiations.  These will constitute the basis
for negotiations during the Prepcom 3 Resumed Session of 5-6 December.
It is expected that the Swiss negotiator will present the result of the
negotiation process to the Civil Sociery Plenary on 6 December. 
At this stage, if your families wish to make relevant proposals with
regard to the texts, these could be transmitted to the Swiss negotiator. 
Comments should be sent to the Contents and Themes Group.   If a member
of the C&T group volunteers to compile all comments,  the final
compilation should be sent to Liliane Ursache
(liliane.ursache at ties.itu.int) before 5 December at 12:00 at the latest.

Chers membres du Bureau,

Veuillez trouver ci-joint la version de la Déclaration et du Plan
d'Action issus des négociations informelles suisses.  Ces textes
constitueront la base des négociations pendant le Prepcom 3 - Session du
5-6 décembre.  Il est prévu que le négociateur suisse présente les
résultats du processus de négociation à la Plénière Société Civile, le 6
décembre.

A ce stade, si vos familles respectives souhaitent faire des
commentaires relatifs à ces textes, ces derniers pourraient être
transmis au négociateur suisse.

Les commentaires devraient être envoyés au Groupe des Contenus et des
Thèmes.  Si un membre du Groupe C&T se porte volontaire pour compiler
tous les commentaires, cette compilation devrait être envoyée à Liliane
Ursache (liliane.ursache at ties.itu.int) avant le 5 décembre à 12h00.
