You can be sure about it, Robert -- M$ is moving like a juggernaut in 
all fronts where they smell "social ICT inititatives" or "digital 
divide/inclusion" programs. The rather surprising thing is how rapidly 
multilateral and international government agencies rally around this, 
even ignoring important initiatives of their own pointing in the other 
direction, and above all not consulting with their constituencies in the 
South (which are what justify these organizations' existence after all).
