[WSIS CS-Plenary] Final draft of the business plan of the Global Alliance for ICTs and Development

Dear Philippe,

Thank you for the final draft and allowing us to comment. It is 
indeed a well-devised document, but, as you have mentioned, I have a 
few initial comments.

- In focus area; Governance may be revisited to include more grass 
roots activities, similarly Entrepreneurship may include more 
in-depth accommodation of SMEs, and Rural Development may think of 
one or two other sub-focus than e-agriculture (perhaps, environment!).

- Free Access for all Schools to the Net is a very important advocacy 
theme and may need more attention as it is absent there.
