"Indigenous People" (without s in the end) for us is not acceptable,
let alone "Indigenous Populations"! Both are still use even among civil
society members here at PrepCom-3.<br>
<br>
This terminology is subject to fierce political debates, mainly in the
context of the negotiations on the "Draft UN Declaration on Indigenous
Peoples" and the UNHCHR.<br>
<br>
As you may have realised, the USA consequently oppose the use of
"Indigenous Peoples" and always ask the deletion of the s.<br>
<br>

(The background is that "Peoples" referes to the "right of
self-determination of peoples" of the UN Charta. The issue is mainly
relevant in english; "peoples" means "Völker" in german or "peuples" in
french, whereas "people" means "Personen" in german or "persone" in
french.)<br>
