the amendments to paragraphs of the Draft Plan of Action (version of

<P LANG="en-US" ALIGN=LEFT><I>This document consist of recommended
replacement language for key paragraphs drafted by members of civil
society at PrepCom IIIa based on comments from NGO Gender Strategies
Working Group, the Community Media Caucus, the LAC Caucus, the
African Caucus and the Human Rights Caucus.</I></P>
<P LANG="en-US"><I> </I></P>
<P STYLE="margin-bottom: 0cm"><SPAN LANG="en-US"><I>These
recommendations refer to the Draft Plan of Action Document
WSIS03/PC-3/DT-2 Rev dated 24 September 2003. We call on
government delegates to take into serious consideration the following
paragraphs which Civil Society considers to be paramount if we are to
continue to participate in a multi-stakeholder process such as the
World Summit on the Information Society</I>.</SPAN></P>

<H1 LANG="en-US">A.
Introduction</H1>
<P><SPAN LANG="en-US"><B>1.</B>
<B><I>Amend as follows:</I></B></SPAN></P>
<P><SPAN LANG="en-US">The common vision and guiding principles of the
Declaration are translated in this Plan of Action into concrete
action lines to advance the achievement of human rights standards</SPAN><A HREF="#_ftn1" NAME="_ftnref1"><SPAN LANG="fr-CH"><FONT SIZE=2 STYLE="font-size: 11pt"><FONT FACE="Times New Roman">[1]</FONT></FONT></SPAN></A><SPAN LANG="en-US">
and<B> </B>the internationally-agreed development goals, including
those in the Millennium Declaration, the Monterrey Consensus and the
Johannesburg Declaration and Plan of Implementation, </SPAN><A HREF="#_ftn2" NAME="_ftnref2"><SPAN LANG="fr-CH"><FONT SIZE=2 STYLE="font-size: 11pt"><FONT FACE="Times New Roman">[2]</FONT></FONT></SPAN></A><SPAN LANG="en-US">to
help countries overcome the digital divide. The Information Society
envisaged in the Declaration of Principles will be realized in
cooperation and solidarity by governments and all other stakeholders.</SPAN></P>
<P LANG="en-US"> </P>
<P LANG="en-US"><B>3.A <I>Replace as
follows</I></B></P>
<P STYLE="margin-left: 1.25cm"><SPAN LANG="fr-CH">Governments have a
leading role in developing and implementing comprehensive, forward
looking and sustainable national ICT<A HREF="#_ftn3" NAME="_ftnref3"><SPAN LANG="fr-CH"><FONT SIZE=2 STYLE="font-size: 11pt"><FONT FACE="Times New Roman">[3]</FONT></FONT></SPAN></A>
strategies. The private sector and civil society, in dialogue with
governments, have an important consultative role to play in devising
national ICT strategies.</SPAN></P>
<P LANG="en-US"> </P>
<P STYLE="margin-left: 1.25cm"><SPAN LANG="en-US"><B>3. C
<I>Replace as follows</I></B>
The commitment and full participation of civil society is crucial in
the formulation of strategies for the Information Society. Civil
Society, including NGOs, work closely with local communities at the
grass-roots level in implementing ICT-related initiatives for
development. </SPAN>

<P LANG="en-US"><B>3. D <I>Remove square

<P><SPAN LANG="en-US">Also the media—in their various forms and
with a diversity of ownership—as an actor, have an essential
role in the development of the Information Society and are recognized
as an important contributor to freedom of expression and plurality of
information. Public service broadcasting and community media have
specific and crucial roles to play in ensuring the participation of
all in the information society.</SPAN><A HREF="#_ftn4" NAME="_ftnref4"><SPAN LANG="fr-CH"><FONT SIZE=2 STYLE="font-size: 11pt"><FONT FACE="Times New Roman">[4]</FONT></FONT></SPAN></A></P>

<P><SPAN LANG="en-GB">All actions of this Action Plan should take
account of international human rights standards and gender equality
in their formulation and realisation. In addition, where appropriate,
measures in favour of youth should be proposed. The same should be
applied to vulnerable groups and regions, where appropriate.<A HREF="#_ftn5" NAME="_ftnref5"><SPAN LANG="en-GB"><FONT SIZE=2 STYLE="font-size: 11pt"><FONT FACE="Times New Roman">[5]</FONT></FONT></SPAN></A></SPAN></P>

<H1 LANG="en-US">B. Objectives, goals and targets</H1>
<P LANG="en-US"><FONT COLOR="#000000"> </FONT></P>
<P><SPAN LANG="en-US"><FONT COLOR="#000000"><B>6.</B>
<B><I>Amend as follows:</I></B></FONT></SPAN></P>
<P><SPAN LANG="en-US"><FONT COLOR="#000000">Specific targets for the
Information Society will be established as appropriate, at the
national level <A HREF="#_ftn6" NAME="_ftnref6"><SPAN LANG="en-US"><FONT SIZE=2 STYLE="font-size: 11pt"><FONT FACE="Times New Roman"><FONT COLOR="#000000">[6]</FONT></FONT></FONT></SPAN></A>in
accordance with the national development policies, taking into
account the different national circumstances. Such targets can serve
as useful benchmarks for actions and for the evaluation of the
progress made towards the attainment of the overall objectives of the
Information Society. </FONT></SPAN>
</P>
<P LANG="en-US"><FONT COLOR="#000000"> </FONT></P>
<P><SPAN LANG="en-US"><B>7.</B>
<B><I>Targets should not be based on connectivity alone.</I></B>
<B><I>Technological infrastructure can not stand alone as a first
phase of implementation, with development goals deferred. As minimum
the paragraph should be amended with following:</I></B></SPAN></P>
<P LANG="en-US">Based on internationally agreed development goals,
including those in the Millennium Declaration, which are premised on
international cooperation, indicative targets may serve as global
references for improving connectivity and access in the use of ICTs
in promoting the objectives of the Plan of Action, to be achieved by
2015. These targets may be taken into account in the establishment of
the national targets, considering the different national
circumstances:</P>
<P STYLE="margin-left: 2.25cm; margin-top: 0.21cm; margin-bottom: 0cm">
<SPAN LANG="en-US">a)<FONT SIZE=1><FONT FACE="Times New Roman">
</FONT></FONT>to connect villages with ICTs and establish community
access centres<A HREF="#_ftn7" NAME="_ftnref7"><SPAN LANG="en-US"><FONT SIZE=2 STYLE="font-size: 11pt"><FONT FACE="Times New Roman">[7]</FONT></FONT></SPAN></A>,
ensuring equitable access by both women and men.</SPAN></P>
<P STYLE="margin-left: 2.25cm; margin-top: 0.21cm; margin-bottom: 0cm">
<SPAN LANG="en-US">b)<FONT SIZE=1><FONT FACE="Times New Roman">
</FONT></FONT>to connect universities, colleges, secondary schools
and primary schools with ICTs;</SPAN></P>

<SPAN LANG="en-US">c)<FONT SIZE=1><FONT FACE="Times New Roman">
</FONT></FONT>to connect scientific and research centres with ICTs;</SPAN></P>

</FONT></FONT>to connect public libraries, cultural centres, museums,
post offices and archives with ICTs;</SPAN></P>

<SPAN LANG="en-US">e)<FONT SIZE=1><FONT FACE="Times New Roman">
</FONT></FONT>to connect health centres and hospitals with ICTs;</SPAN></P>

<SPAN LANG="en-US">f)<FONT SIZE=1><FONT FACE="Times New Roman">
</FONT></FONT>to connect all local and central government departments
and establish websites and email addresses;</SPAN></P>
<P STYLE="margin-left: 2.25cm; margin-top: 0.21cm; margin-bottom: 0cm">
<SPAN LANG="en-US">g)<FONT SIZE=1><FONT FACE="Times New Roman">
</FONT></FONT>to adapt all primary and secondary school curricula to
meet the challenges of the Information Society, taking into account
national circumstances;</SPAN></P>
<P STYLE="margin-left: 2.25cm; margin-top: 0.21cm; margin-bottom: 0cm">
<SPAN LANG="en-US">h)<FONT SIZE=1><FONT FACE="Times New Roman">
</FONT></FONT>to ensure that all of the world's population have
access to a range and diversity of radio and television services
including independent and community media;</SPAN></P>
<P STYLE="margin-left: 2.25cm; margin-top: 0.21cm; margin-bottom: 0cm">
<SPAN LANG="en-US">i)<FONT SIZE=1><FONT FACE="Times New Roman">
</FONT></FONT>to encourage the development of content and to put in
place technical conditions in order to facilitate the presence and
use of all world languages on the Internet;</SPAN></P>
<P STYLE="margin-left: 2.25cm; margin-top: 0.21cm; margin-bottom: 0cm">
<SPAN LANG="en-US">j)<FONT SIZE=1><FONT FACE="Times New Roman">
</FONT></FONT>to ensure that more than half the world’s
inhabitants are connected to and using ICT.</SPAN></P>

<SPAN LANG="en-US">k)<FONT SIZE=1><FONT FACE="Times New Roman">
</FONT></FONT>to ensure that Energy and ICT hardware production,
disposal and recycling strategies are in place to meet millennium
development goal number 7 (especially “reverse loss of
environmental resources”) by 2015.</SPAN></P>

<SPAN LANG="en-US">l)<FONT SIZE=1><FONT FACE="Times New Roman">
</FONT></FONT>To ensure that all children in need of care an

<P><SPAN LANG="en-US"><B>8.</B>
In giving effect to these objectives, goals and targets, special
attention will be paid to the needs of developing countries, and in
particular to countries, peoples and groups cited in paragraph [10]
of the Declaration of Principles.</SPAN></P>

</SPAN><SPAN LANG="en-US">The improvement and enforcement of human
rights instruments is a core mandate of the United Nations and, as
affirmed in Article 1 of the Vienna Declaration and Program of
Action, the protection and promotion of human rights is the first
obligation of governments.</SPAN></P>

<P><A HREF="#_ftnref2" NAME="_ftn2"><SPAN LANG="fr-CH"><FONT SIZE=2><FONT FACE="Times New Roman">[2]</FONT></FONT></SPAN></A><SPAN LANG="en-US">
This language is too detailed and technocratic for an opening
paragraph and by contradicting the broader vision expressed in Para
1 of the Declaration, detracts from the credibility of the whole
Action Plan. The strong emphasis on connectivity favours a
technological rather than people centered approach to action.</SPAN></P>

that we go beyond a focus on technologies (connection) to also
include multiple technologies.</SPAN></P>
