<DIV><FONT face=Arial size=2>Un rappel qui s'impose au moment ou le financement
du Plan d'Action mais aussi du processus SMSI est au centre des debats. Il
concerne la <STRONG>dette exterieure de l'Afrique</STRONG> qui a fait l'objet
d'une question orale au Conseil Europeen de deux Députés du Groupe des
Verts/Alliance Libre Europeenne lors de la Session de l'Assemblée Parlementaire
Paritaire ACP-UE (Addis Abeba 16-19 fevrier 2004). Voici le texte de leur

<DIV><FONT face=Arial size=2>En 2002, la dette exterieure de l'Afrique s'elevait
a 204 milliards de dolars ; elle a donc ete multipliee par 3,4 depuis 1980.
Toujours en 2002, l'Afrique subsaharienne a rembourse la somme de 13,4 milliards
de dollars au titre du service de la dette (capital + interets).</FONT></DIV>
<DIV><FONT face=Arial size=2>Si on considere la periode entre 1980 et 2002,
c'est plus de 250 milliards de dollars qui ont ete rembourses, soit quatre fois
la dette de 1980. Chaque annee, l'Afrique subsaharienne paie en service de la
dette <STRONG>plus que l'addition des budgets de sante et d'education de toute
la region.</STRONG></FONT></DIV>
<DIV><FONT face=Arial size=2></FONT> </DIV>
<DIV><FONT face=Arial size=2>Que pense le Conseil de cette situation ? Quelles
sont les mesures que le Conseil compte prendre pour resoudre leprobleme de
l'endettement qui contribue a l'appauvrissement des populations africaines
?</FONT></DIV>
<DIV><FONT face=Arial size=2></FONT> </DIV>
<DIV><FONT face=Arial size=2>Cette question des deux parlementaires europeens
doit aussi <STRONG>nous interpeller</STRONG> car elle conditionne les
possibilites de financement de nos propositions ! Chaque representant de la SC
doit etre conscient du poids ecrasant de la dette pour les populations
africaines et de la profonde injustice qu'elle leur impose. La Pleniere et
le Groupe C&T doivent graver ces chiffres dans leur memoire et focaliser
leurs reflexions et action sur l'essentiel et le concret dans cette
deuxieme phase du Sommet. De meme une position forte sur l'annulation de la
dette exterieure des PeD doit etre un de nos objectifs prioritaires et etre
clairement annoncee dans nos communications dans le cadre de cette
phase.</FONT></DIV>
<DIV><FONT face=Arial size=2>Je note que lors de PerpCom-3 j'avais propose au
"Groupe informel sur le financement" et au nom de notre groupe C&T que la
part des investissements TIC dans la dette exterieure africaine soit
evaluee, et qu'a l'occasion de la remise de la dette son montant equivalent
soit affecte a un programme d'urgence consacre aux infrastructures de
(tele)communication. Cette proposition a ete accueillie avec interet par la
presidente (Suede) du groupe informel.</FONT></DIV>
<DIV><FONT face=Arial size=2>Je regrette que cette proposition ait ete supprimee
dans la version finale de notre Declaration. </FONT></DIV>

<DIV><FONT face=Arial size=2>An important reminder for the time when financing
for both the Action Plan and the WSIS process itself is central to the debates.
It concerns the <STRONG>external debt of Africa</STRONG> that was the subject of
a question to the Europen Council raised by two MEPs from the
Greens/European Free Alliance during the ACP-EU Paritary Parlementarian Assembly
(Addis Ababa, 16-19 february 2004).</FONT></DIV>
<DIV><FONT face=Arial size=2>Here the text :</FONT></DIV>
<DIV><FONT face=Arial size=2></FONT> </DIV>
<DIV><FONT face=Arial size=2>In 2002, the external debt of Africa reached 204
billion dollars ; hence it has been multiplied by 3,4 since 1980. In 2002 also,
subsaharian Africa (SSA) repaid 13,4 billion dollars in debt service (capital +
interest).</FONT></DIV>
<DIV><FONT face=Arial size=2>During the period from 1980 to 2002, more than 250
billion dollars have been repaid, i.e. four times the 1980 debt. Each year,
</FONT></DIV>
<DIV><FONT face=Arial size=2><STRONG>SSA uses to</STRONG> <STRONG>pay
more</STRONG> <STRONG>for the service of the debt than for the added Health
and Education budgets of the whole region.</STRONG> </FONT></DIV>
<DIV><FONT face=Arial size=2>What does the Council think about this situation ?
What are the measures the Council envisage to take as to solve the debt
issue which contributes to the impoverishment of african poplulations
?</FONT></DIV>
<DIV><FONT face=Arial size=2></FONT> </DIV>
<DIV><FONT face=Arial size=2>This question of the two MEPs to the (European)
Council should also <STRONG>questions all of us</STRONG> since financing
possibilities for our proposals depend on it ! Each CS delegate should be aware
of the crushing weight of the debt for african populations and the profound
injustice that it imposes on them. Both the Plenary and the C&T Group should
engrave these figures in their memories and focus their studies and action on
the essentials and concrete matters in this second phase of WSIS. Moreover a
strong position about DCs' debt remission must be one of our prioritary
objectives and therefore clearly stated in our communication during this phase.

<DIV><FONT face=Arial size=2>I'd just mention that during PrepCom-3 I proposed
the Informal Working Group on Financing and on behalf of our C&T
group that the amount of ICT investments in the external debt of Africa be
appraised and that on the occasion of debt remission an equivalent be
allocated to an African (Tele)Communication Infrastructure Crash Program.
This contribution was clearly welcomed by the informal group chairperson
(Sweden). I do regret that this proposal has been deleted in the final
version of the CS Declaration. </FONT></DIV>
