style='font-size:10.0pt;font-family:"Courier New"'>WE, the Asia Communication
rights activists, recognise the many challenges faced by civil society in
addressing human rights, democracy, poverty, sustainable development and
globalisation. We uphold communication rights and its principles of freedom of
expression, pluralism, gender equality and cultural diversity as an integral
component in these struggles.<o:p></o:p></span></font></p>
<p class=MsoNormal style='text-autospace:none'><font size=2 face="Courier New"><span
style='font-size:10.0pt;font-family:"Courier New"'><o:p> </o:p></span></font></p>
<p class=MsoNormal style='text-autospace:none'><font size=2 face="Courier New"><span
style='font-size:10.0pt;font-family:"Courier New"'>In the light of
globalisation and anti-terrorism, there has been an alarming incidence of
violation and repression of communication rights. <o:p></o:p></span></font></p>
<p class=MsoNormal style='text-autospace:none'><font size=2 face="Courier New"><span
style='font-size:10.0pt;font-family:"Courier New"'>Thus, we call upon civil
society to recognise the importance of communication rights in the work on
development and human security, and to support efforts that seek to protect
communication rights with regard to media ownership, intellectual property,
internet governance, and censorship.<o:p></o:p></span></font></p>
<p class=MsoNormal style='text-autospace:none'><font size=2 face="Courier New"><span
style='font-size:10.0pt;font-family:"Courier New"'><o:p> </o:p></span></font></p>
<p class=MsoNormal style='text-autospace:none'><font size=2 face="Courier New"><span
style='font-size:10.0pt;font-family:"Courier New"'>We support the principles
set forward in the Geneva Summit Declaration of Principles and Plan of Action
[WSIS] that ICT governance processes should be multilateral, transparent,
democratic, and open to full participation by governments, the private sector
and civil society. To make an all inclusive world wide Information Society
possible, as a precondition much more efforts are required to facilitate the
use of many more scripts and languages for electronic use. And we commend the
Secretary General of the United Nations on the establishment of the Working
Group on Internet Governance. The balance of interests and expertise achieved
in the selection of the working group's membership gives it every chance of
success as it tackles the difficult tasks before it. Civil Society in the Asia
Pacific region looks forward to many opportunities to participate and
contribute to the Working Group on Internet Governance. However, we ask that
similar efforts be put into the Task Force on Financing Mechanisms.<o:p></o:p></span></font></p>
<p class=MsoNormal style='text-autospace:none'><font size=2 face="Courier New"><span
style='font-size:10.0pt;font-family:"Courier New"'><o:p> </o:p></span></font></p>
<p class=MsoNormal style='text-autospace:none'><font size=2 face="Courier New"><span
style='font-size:10.0pt;font-family:"Courier New"'>We acknowledge the
UN’s efforts to sustain inclusive processes on communication rights, such
as the World Summit on the Information Society, and the drafting of a
convention on Cultural Diversity. We further urge the UN to continue these
participatory processes while ensuring that these processes remain transparent
so that civil society may continue to participate in these policy- and decision
making processes. While multistakeholder partnerships and processes in communication
rights policy making are well-intentioned, we urge governments and the private
sector to recognise civil society participation in representing the needs and
realities of society in general and the disadvantaged and the marginalised in
particular.<o:p></o:p></span></font></p>
