During Phase I, I had actively worked to make sure that using the European Convention as a baseline for legal considerations be removed from the text. The reason was that it did not take into consideration the issues of other regions. At least, not Africa.</DIV>

Many countries will call the National Security and Defence issue into question. Others will bring in issues like sovreignty, economic development, trade and commerce, cultural heritage etc ...</DIV>

<LI>The subsidiarity principle then, comes in after basic HR and development issues .</LI></UL>
