Nobody can guarantee anything. That is why it is important that principles be laid down. If we have two or three of those, they will help us keep in focus.</DIV>

<DIV>Ramin, the down "er" you come, the stronger the govts become! Undemocratic govts and monopolized economies are stiffling the debate at many national levels. As much as I know, the African Civil Society (and maybe Asias) may be able to get a stronger impact on national issues if some are treated on the international level.</DIV>
