<P>Si ce n'était pas un texte de CONGO, ce n'était pas non plus -et surtout- un texte de LA société civile comme le titre l'indiquait.</P>
<P>Ce n'est à l'évidence pas une compilation des diverses expressions de la Société civile, mais probablement un texte du Secrétariat de la SC. Congo aurait donc dû éviter cette bavure avant d'afficher ce communiqué sur son site et le diffuser sur les listes de la SC.</P>
<P>Il faut donc rectifier ce titre et le contenu de ce communiqué pour en conséquence.</P>
<P>Merci à Adina de bien vouloir comprendre le sens de ma démarche qui est le simple respect des diverses composantes de la Société civile. </P>

On avait demandé à <st1:PersonName w:st="on" ProductID="Adina de">Adina de</st1:PersonName> faire une synthèse des inputs qu’elle avait reçus. Le communiqué de presse qui a été publié n’était pas conçu comme un rapport ou une compilation incluant exactement les inputs reçus. Pour des raisons éditoriales/journalistiques Adina a dû couper et reformuler le texte, tout en respectant bien entendu les idées reçues, mais non les paragraphes mot à mot. En raison de l’extrême manque de temps et de procédures pour une couverture médiatique appropriée à l’intérieur de <st1:PersonName w:st="on" ProductID="la Société Civile">la Société Civile</st1:PersonName> (ce à quoi nous devrions peut-être penser pour le Prepcom 3 et après) et afin d’éviter tout malentendu/conflits possibles, elle a décidé de ne pas faire référence à des entités/groupes/caucus spécifiques, mais d’utiliser un langage plus général (que vous êtes bien entendu libre d’appeler « aseptisé ») <o:p></o:p></SPAN></FONT></P>

<P>> <FONT face="Times New Roman" size=3><SPAN style="FONT-SIZE: 12pt">Ainsi après avoir tenu sous contrôle la SC pendant ce PrepCom, CONGO a joué les prolongations en publiant AU NOM DE <st1:PersonName w:st="on" ProductID="LA SOCIETE CIVILE">LA SOCIETE CIVILE</st1:PersonName> ce communiqué. <o:p></o:p></SPAN></FONT></P>
<P>> <FONT face="Times New Roman" size=3><SPAN style="FONT-SIZE: 12pt">Parler de la reconnaissance par le SMSI de la SC « en tant qu’acteur clé » relève de l’imaginaire, et écrire que les « entités de la société civile ont été en général satisfaites par les réponses des gouvernements (…) en vue de « réduire la fracture numérique », est simplement une contre-vérité. Dans mon intervention à la Plénière intergouvernementale du 23 février j’ai précisément affirmé le contraire, et aucun membre de la SC –y compris de CONGO- ne m’a contredit, bien au contraire !<o:p></o:p></SPAN></FONT></P>
<P>> <FONT face="Times New Roman" size=3><SPAN style="FONT-SIZE: 12pt">Ce ne sont pas de tels communiqués ampoulés et irréalistes qui feront avancer la Société civile sur le chemin de la reconnaissance de son rôle par ses autres partenaires du SMSI et de sa participation réelle et reconnue dans l’ensemble de son processus par la prise en compte <st1:PersonName w:st="on" ProductID="de ses contributions">de ses contributions</st1:PersonName> les plus pertinentes. C’est cependant entre autres, ce que demande « La déclaration en dix points » du Groupe de travail de la SC sur le financement des TIC pour le développement. <o:p></o:p></SPAN></FONT></P>
