** Le Parlement européen rejette définitivement la directive relative à
la possibilité de breveter des logiciels ** <br>
Il n’y aura pas de législation sur la brevetabilité des inventions par
ordinateurs. Le Parlement européen a rejeté mercredi à une très large
majorité : 646 voix pour, 14 contre et 18 abstentions, la proposition
de directive concernant la brevetabilité des logiciels, mettant fin à
trois années de débat passionné.<br>

Le projet CIPACO (de l'Institut Panos Afrique de l'Ouest) et le CIPESA
(de Bridges.org) organisent un débat électronique bilingue sur les
enjeux de la propriété intellectuelle pour l'Afrique dans la société de
l'information. <br>

a pour objectif de sensibiliser les différents acteurs (société civile,
secteur privé, institutions publiques, etc.), de les informer sur les
traités juridiques internationaux du domaine et leurs enjeux (ADPIC,
"Traités Internet" de l'OMPI, etc.) et de favoriser les échanges et la
collaboration sur ces problématiques en Afrique. Les alternatives aux
aspects préjudiciables des instruments juridiques internationaux
actuels et au durcissement de la protection de la propriété
intellectuelle dans l'ère numérique (creatives commons, logiciels
libres, accès libre à l'information...) seront examinés. Un document
de synthèse comportant des recommandations sera réalisé sur la base de
ces discussions. Un sous-thème sera discuté par semaine. Les
contributions pourront être faites en français ou
en anglais et une traduction sera assurée.<br>

particulier l’ADPIC (TRIPs, TRIPs+) de l’OMC, les Taités Internet de
l'OMPI, etc.<br>

Semaine 3 (3 - 9 août) : Enjeux sectoriels<br>
Logiciels libres; gestion numérique des droits (DRM); accès aux
matériels éducatifs; protection des contenus locaux et du savoir
traditionnel, adéquation et utilisation des droits de la propriété
intellectuelle pour les industries audio-visuelles, etc.<br>

Semaine 4 (10 - 16 août): Alternatives aux régimes actuels des droits
de la propriété intellectuelles<br>
Copyleft; Creative Commons, accès libre à l’information, Agenda de
développement de l’OMPI, déclaration de Genève, impacts des infractions

Semaine 5 (17 - 21 août): Conclusions, recommandations <br>
Echanges sur les stratégies régionales et nationales à mettre en œuvre
par
les différents acteurs.<br>

Groupes cibles: <br>
Le débat est ouvert à toute personne physique ou morale intéressée par
ces sujets : décideurs politiques, universitaires, secteur privé,
acteurs du secteur audiovisuel, juristes, spécialistes des politiques
des NTIC, etc. Les personnes ressources ayant une expertise sur le
sujet sont également invitées. Il est recommandé aux participants de
consulter
les documents de référence fournis sur la plateforme du débat afin de
mieux s'y préparer.<br>

Discussion bilingue (français - anglais)<br>
Afin d’encourager la collaboration régionale et l’échange d’expériences
au-delà des espaces linguistiques, les débats auront lieu simultanément
en français et an anglais. Une traduction sera assurée :<br>
- traduction ou synthèse des messages “importants” une fois par jour.<br>
- des liens vers des outils de traduction automatique seront fournis
afin de faciliter l’intercompréhension et pour inciter les participants
qui le peuvent à envoyer leurs contributions dans les deux langues.<br>

Les différents thèmes seront introduits par des messages de lancement.
Des experts participeront au débat et apporteront aux participants des
réponses à leurs préoccupations. La discussion est en particulier

The goal of this four-week long email discussion is to raise awareness
of critical issues around intellectual property rights (IPR) for
Africa, to provide an overview of the existing legal processes and
tools, to discuss alternatives to the current situation, and to
facilitate exchange and collaboration between individuals and
organisations working in this field. Based on the discussion, a short
summary report -- including a number of recommended activities -- will
