<P>I still believe that ITU doesn't report to ECOSOC, even as the coordinator of the WSIS process : behind Utsumi you'll find Kofi Annan or his close advisors (e.g. Nitin Desai).</P>
<P>During the twenty years or so I spent as an ITU senior consultant I never heard anything from ECOSOC.</P>
