<div> </div>
<div>Greetings from TUNIS KRAM "<strong>cyber espace</strong> " ::</div>
<div> </div>
<div>To those here who are our WSIS SMSI Voices (thanking you), and all:</div>
<div> </div>
<div>I post to echo Elizabeth's call for attention to access, (humanism (para)), privacy values. </div>
<div> </div>
<div>I add that we must pursue all avenues also for<u> ICT RIGHTS of encoding</u> in addition to <u>decoding</u> (retrieving) information. For all systems of data "nothing about us without us," both acceptance of ideas and opportunity to contribute CORRECT data.
</div>
<div> </div>
<div>Take an instance: <em>Cyberlibel</em> is in operational practice impossible to retract, for example, and where regarding health information can be cataclysmic. <strong>But</strong> for <strong>all</strong> areas of ICT, access to provide as well as receive is extremely important as we have seen over the decades even early in the life of '
<em>digital discourse'.</em> </div>
<div> </div>
<div>As a side-note, some consonant material occurred in the Global Disability Forum and it is very helpful now to have the Health/ICT contribution in hand.here to share with others. Thank you much Dr.Carll for the thematic focus.
</div>
<div> </div>
<div>My paper with some related material presented Nov. 15, 2005 (Salle_Amilcar) is available, just write me regarding: </div>
<div> </div>
<div>"The Joyous Imperatives of R.E.S.P.E.C.T. Both as a Theme and a Tool or Technology for Full Multistakeholder Inclusion in Information and Communication Networks Both Now and in the Future: Highlighting the Key Roles of Persons with Disabilities in Collaborative Contexts World-Wide."
</div>
<div> </div>
<div>Best wishes to all, and with appreciation for the Health/ICT material, </div>

<div>Dear All,<br><br>Following is the (submitted draft) ... (re) ...</div>
<div> </div>
<div>Access to Health Information<br><br>Lack of access to health information and knowledge is essential to<br>collective and individual human development has been identified as a <br>critical factor in the public physical and mental healthcare crises around
<br>the world. Therefore, it is essential that healthcare systems include a<br>holistic approach that addresses the prevention, treatment, and promotion of <br>mental and physical health care for all people and in order to achieve the
<br>Millennium Development Goals (MDGs).<br><br>Traditional and newer ICTs such as the Internet, telemedicine and<br>telecenters will facilitate the expansion of physical and mental health <br>expertise and scientific knowledge to benefit disease stricken, as well as
<br>traumatized populations affected by war, terrorism, disaster and other<br>events. The implementation of ICT systems for physical and mental health <br>information and services must be a two-way path recognizing cultural and
<br>community norms and values.<br><br>Privacy of health information is paramount for the well-being of all<br>nations. Therefore sound public policy must be developed to protect the <br>privacy of people's physical and mental health information, as well as
<br>effective technological security measures. It is essential that healthcare<br>specialists participate in the development of public policy addressing <br>privacy and other healthcare issues affecting healthcare information and
<br>delivery systems.<br><br><br><br><br><br><br><br><br><br><br><br><br><br><br><br> </div>
