<div>Laurent's idea of the SC as a reponsibiliser in the capacity action looks problematic since it is noted that developing countries leaderships are very resistant to the emergence of a strong civil society, let alone encouraging its existence.

<div>What I suggest is that a sort of African Civil society Forum on Capacity Building (ACSFCB) before the current or next IGF forum, mindful of the importance of capacity building in developing countries on matters of IG. This is an issue that must be addressed if we want to narrow the digital divide that currently exist between the North and the South. It should be the condition sine qua non for the full and knowledgeable participation in the current IG debate.

<div>On hind sight from Milton's strategic opinion on the resistance of the North to see the agenda of IGF charged with issues that will bother on more spending, why not then have resolutions of this proposed forum tabled at the IGF and lobby for some concrete actions to be taken?
