Dear Francis,
As Lisa already explained, information about "The Public Voice"

If I look at the web page of the CS forum in Seoul,<br>
it is indicated <br>
<br>
<b>Organized by</b>
<ul>
<li>The Public Voice Coalition</li>
<li>OECD Civil
Society
Reference Group</li>
<li>The Trade Union Advisory
Committee (TUAC)</li>
</ul>
This would mean that The Public Voice Coalition<br>
and the OECD Civil
Society
Reference Group<br>
are two distinct entities.<br>
<br>
The public voice could be yet another coalition, that's fine,<br>
the existence of an officially recognized<br>
<b>OECD Civil
Society
Reference Group</b><br>
is yet another thing of a much greater importance. <br>
<br>
Please clarify the relationship between the two. <br>

Internet Economy is a topic that concerns all WSIS stakeholders,<br>
not solely those involved in the IG-Caucus <br>
I look in the the past messages, it was not not clear if it was about
the<br>
Ottwa meeting or the Seoul meeting.<br>
The OECD Civil
Society
Reference Group is seemingly not mentioned,<br>
but I may have passed it<br>

In view of this very process (OECD Ministerial in Seoul), this large
coalition has prepared a background paper in a collaborative way and
through, inter alia, a wiki. You wil note that latest version of the
background paper is entitled:
"Recommendations and Contributions to the OECD Ministerial Meeting of
17-18 June 2008 from Civil Society Participants in the Public Voice
Coalition", thus not claiming to represent civil society as whole.

<pre wrap="">That, we agree, would in any case be meaningless.
Regarding the OECD CS Reference Group, it has been formed in view of
this very process, by organizations and people having a work history
with the OECD, to be the interface of the wide coalition.

This is not very clear.<br>
Does this means that public voice is a component of the OECD CS
Reference Group ?<br>
For NGOs to interface with OECD, do they have to join the<br>
OECD CS Reference Group ? <br>

By work history, I really mean that some of these groups are
following the OECD process for more than 10 years. I, for one, have
participated on behalf of my French organization to the 1998 OECD
Ministerial in Ottawa (<a class="moz-txt-link-freetext" href="http://gilc.org/events/ottawa98/agenda.html">http://gilc.org/events/ottawa98/agenda.html</a>)
and have organized an event in Paris in 1999, both in the framework
of the Public Voice coalition and in conjunction with an OECD meeting
(<a class="moz-txt-link-freetext" href="http://www.iris.sgdg.org/actions/publicvoice99/">http://www.iris.sgdg.org/actions/publicvoice99/</a>).

Since its establishment in 1996, the Public Voice coalition has been
facilitated by EPIC (the Electronic Privacy Information Center). In
view of the 2008 OECD Ministerial, Katitza Rodriguez has been in
charge of this facilitator role on behalf of EPIC. My own name
appears as the other contact point for the CS-Labour Forum programme
since, as part of the OECD CS Reference Group, I've helped Katitza
with this.
In summary, the public voice coalition has been created a long time
ago, even well before the WSIS process, and has been aggregating many
new CS people and groups over time. It has always been open to those
willing to join (please contact Katitza Rodriguez: katitza@datos-
personales.org if this is your case). One might say that the public
voice coalition plays vis a vis the OECD the same role as this CS
plenary list vis a vis WSIS and WSIS follow-up processes. Some people/
groups are engaged in both processes, and some other just in one of
them.
</pre>
</blockquote>
OK, that's fine, the public voice is legitimate to be a coalition
active at the OECD,<br>
what my question is about the recently formed and<br>
officially recognized <b>OECD Civil
Society
Reference Group<br>
<br>
</b>In order to join the <b>OECD Civil
Society
Reference Group</b><br>
do we have to join Public Voice ?<br>
How one can join this "reference group" ?<br>
How it is coordinated ?<br>
Is there a web site ? a mailing list ?<br>
<br>

I hope this answers your questions.
</pre>
</blockquote>
Concerning <b>Public Voice</b> yes,<br>
less concerning the <b>OECD Civil
Society
Reference Group</b><br>
where further information is needed.<br>
When a group is entitled the <b>OECD Civil
Society
Reference Group,<br>
</b> it means that there some kind of institutional recognition
attached to it.<br>
The advent of a structured dialog between an Intergovernmental
Organization<br>
and CS is most welcome, but it must be open, better advertised within
WSIS CS,<br>
and clarified. <br>
<br>
Best<br>

OECD Civil Society Reference Group
anyway, more information than just a list,
is clearly required about this group
that claims to be a reference for Civil Society
as far as OECD is concerned
how it was born ?
what is the basis of its legitimacy to be a reference ?
how it is coordinated ?
is it open to anyone ?
Is this reference group making open consultations ?
Hope the contact points in c/c
could provide some more information on the
various WSIS lists.
Many thanks
Francis
