<font face="sans-serif" size="2">ECOSOC adopted on 18 July 2008 the
CSTD
draft resolution on WSIS follow-up and the 4 draft decisions that were
contained in the Report of the 11th session of the CSTD, without a
vote.

<font face="Arial" size="2">"The Council then took up a number of
draft texts contained in the report of the Commission on Science and
Technology,
adopting first, without a vote, a resolution on <u>assessment of the
progress
made in the implementation of and follow-up to the outcomes of the
World
Summit on the Information Society</u>.</font>
<p><br>
<font face="Arial" size="2">Next, the Council adopted, without vote,
four draft decisions, including on <u>participation of
non-governmental
organizations and civil society entities in the work of the Commission
on Science and Technology for Development at its twelfth and thirteenth
sessions</u>; <u>participation of academic entities in the work of
that
Commission</u>; <u>the report of the Secretary-General on science,
technology
and innovation to be submitted to the Commission at its twelfth session</u>;
and the <u>report of the Commission on its eleventh session and
provisional
agenda and documentation for the twelfth session of the Commission</u>.</font>

<font face="Arial" size="2">The Council also took note of the
Secretary-General’s
report on progress made in implementation of and follow-up to the
outcomes
of the World Summit on the Information Society at the regional and
international
levels (document E/2008/48)."</font>

<font face="Arial" size="2">Le Conseil a adopté, sans vote, le projet
de résolution sur le <b>bilan de la mise en œuvre des textes issus du
Sommet mondial de la société de l’information (</b></font><a
moz-do-not-send="true"
href="http://www.un.org/Docs/journal/asp/ws.asp?m=E/2008/31"><font
color="blue" face="Arial" size="2"><b>E/2008/31</b></font></a><font
face="Arial" size="2"><b>),</b>
dans lequel il demande à toutes les parties prenantes de redoubler
d’efforts
pour financer les technologies de l’information et des communications
et investir dans ce secteur afin d’améliorer l’accès au haut débit, y
compris l’accès sans fil, dans les zones et les pays où il est encore
limité, voire inexistant. Il engage toutes les parties prenantes
à continuer à mettre au point et à diffuser des applications et des
services
conviviaux adaptés aux téléphones portables et autres appareils
mobiles,
qui puissent notamment être utilisés dans les zones rurales et
fonctionner
avec un faible débit et des temps de latence élevés. </font>
</p>
<p><br>
<font face="Arial" size="2">En outre, le Conseil demande aux
organisations
internationales et régionales d’évaluer la facilité avec laquelle les
pays ont accès aux technologies de l’information et des communications
et de rendre compte périodiquement à ce sujet, l’objectif étant de
créer
des chances égales pour faciliter la croissance du secteur informatique
dans les pays en développement. En adoptant ce texte, l’ECOSOC
recommande
l’incorporation des politiques concernant les technologies de
l’information
et des communications dans les stratégies nationales de développement
et
de réduction de la pauvreté, compte tenu des priorités des pays. Il
recommande également une intensification de la coopération
internationale
à tous les niveaux et entre toutes les parties prenantes afin d’aider
les zones rurales à accéder à l’Internet et, de façon générale, aux
technologies
de l’information et des communications et à en tirer parti. </font>
</p>
<p><br>
<font face="Arial" size="2">Il engage la communauté internationale à
faire des contributions volontaires à un fonds d’affectation spéciale
créé par la CNUCED en vue d’appuyer les activités d’examen et
d’évaluation
consacrées à la suite donnée au Sommet mondial, par la Commission de la
science et de la technique au service du développement. Le Conseil
recommande que toutes les parties prenantes redoublent d’efforts pour
donner vie à l’idée du Sommet mondial tendant à édifier une société de
l’information à dimension humaine, axée sur le développement et
solidaire,
afin d’améliorer les chances offertes à chacun sur le plan des
technologies
de l’information et des communications et de réduire la fracture
numérique.</font>
</p>

<font face="Arial" size="2">Enfin, les membres de l’ECOSOC ont adopté
quatre projets de décisions qui leur étaient également soumis par la
Commission
de la science et de la technique au service du développement, contenus
dans le document E/2008/31." </font>
