To include it within the language of the Draft Statement.
Bill certainly is on side -- we just had a mild disagreement about which
institutions should be named as 'closed and in need of opening'; he
demanded ILETS, I said that it was unrealistic and instead we demand for
openness from the G8, CoE, APEC, ASEAN, etc.
