I don't quite understand what you're looking for.
If you want to know what fora are doing things on privacy...
Privacy Protection:
- OECD (limited access by NGOs, non-democratic)
- CoE (based on ECHR and the COnvention on data protection of 1980, but no
active work; democratic (has a parliament), some multi-stakeholder (they do
have observer NGOs))
- European Commission Article 29 Working Group (none of the good things of
accontable, multi-stakeholder, etc., but it is a good thing, so that is an
irony)
- Some work at APEC but I don't know it (no access by NGOs to my knowledge,
non-democratic)
Privacy Invasion (related to Internet issues)
- G8 (none of the good stuff)
- CoE
- APEC
- Interpol (none of hte good stuff)
Privacy Invasion (non-Internet, but tech related)
- ICAO (none of the good stuff)
- OSCE (democratic with a parliament (I am pretty sure at least), possibly
multi-stakeholder through observer (but not sure))
- ASEAN
