Looking at the xls file, I wondered what WIPO has to do with
cybersecurity? If they mean DRM - that is not network and information
security, but technical enforcement of private rules.
I would add FIRST there as a multi-stakeholder entity active in the
technical security field. Not sure how open it is, as it's more a
coordination mechanism that does not create binding rules.
There is also ENISA and other international or regional security
initiatives, but they mainly focus on coordination and info-sharing. It
might be a good case for issues where binding rules and enforcement are
not really neccessary.
On Privacy-invasion, you can add ETSI/ILETS (European Telecommunications
Standards Institute and its International Law Enforcement Technology
Seminar (?)), who have defined eavesdropping standards for
telecommunication systems. None of the good stuff re opennesshere, of course.
