Privacy and Security Working Group meeting
Geneva, 22 February 2005, 14:00-15:30

1. Privacy & Security in the WGIG work

Karen Banks (WGIG Member) reports from the WGIG

- mapping has been done in WGIG so far
- preliminary report does not mention substantial issues, that is still to 
be done
- issues that did not have group consensus (or there was no time to find 
consensus), the issues are not in
- problem areas:
1. what should internet governance be in the future (prescriptive definition)
2. horizontal issues (transparency, accountability, democratic, 
multistakeholder, ...)
-> what we want to bring in as more horizontal issues: human rights, 
development, ...

- 25 issue papers
-> controversial issues that relate to PSWG:
- content reguzlation (spam, cybercrime etc.)
- privacy: floating definitions around: does privacy already include a 
balance with other rights etc.?
- security: did not really look into security so far. Only root server etc.
- next steps: spam, cybercrime, fraud
- general challenge: how to deal with transborder issues?

- our three comments to the issue papers will be taken into account 
(cybercrime, privacy&consumer protection, privacy in general)

- privacy conflict in WGIG: should principles also apply to private sector?

-> if there are comments on network security fom us: focus on the SWAT 
analysis, mechanisms, and proposals

next WGIG meeting:
- April 18-20, open consultation: 19th
- June 14-20, open consultations: 14th

2. Background of PSWG (Rikke Frank Joergensen and Ralf Bendrath)

- input into WSIS documents in first phase
- participation in CS summit declaration

- Discussion on further tasks of the group
-> make countries aware of the issues
-> provide expertise and raise awareness
-> gather consensus on boundaries and common principles
-> suggest concrete language
-> frame it as "education" or "awareness raising"
-> also educate them on security. It does not mean blocking content etc.

- concrete projects:
1. provide definitions of "privacy" and "security"
2. security and privacy capacity building in the operational part

that leads directly to...

3. Privacy & Security language in the draft summit documents (Internet 
Governance)

- link up with Internet Governance caucus. Meeting of WGIG / Internet 
Governance coordination group (led by IG Caucus) tomorrow 11:00-13:00, 
room XXII.
--> drafting meeting for us at 17:00 in the bar.


4. Preparations for the summit on Privacy & Security of Access Control 
System etc.

- connect to the CS Bureau document, link with the European Caucus 
drafting on that.
--> drafting meeting for us at 17:00 in the bar.


5. WSIS Thematic meeting on Cybersecurity, ITU, June 2005

- Have to find out who is organizing it and offer expertise, ask for a 
multistakeholder process of developing it.
- Maybe even a meeting with the ITU people in charge of that this week?
-> possible contact point:
Director Technical Standardization Bureau, TSB (Zhao).
-> ask Charles Geiger, Director WSIS ES (Ralf is following up)

6. Perspectives of the PSWG after the summit
- maybe develop into a Privacy Initiatives Networking Group (PING)?
- discuss later
- maybe have a summit event with other organizations like EPIC, EDRi, 
FIRST, ...?
