I made a few changes to the draft in Wiki:
mainly linguistic points and typos, only one substantial addition
in one bulletpoint:

"* Requirements to disclose your identity prior to speaking _or even
accessing information_,"

I think it is important to emphasize that the right to read
anonymously is endangered.
