[Privsec] please give feedback: EPIC-PI 2005 privacy survey on WSIS

Hi all,

like last year, I have agreed to contribute a chapter on the WSIS for the 
annual Privacy and Human Rights Survey done by EPIC and PI.

Attached find a first draft of my chapter.

I was waiting for the WGIG report to be published, so I could take into 
account their recommendations. But now the deadline is approaching fast. 
So please give me any feedback you have until tomorrow noon, 12:00 CEST, 
as I have to deliver it ASAP.
