i checked the last section only, in relation to the WGIG report, and am
glad you feel it's an improvement on the Geneva docs ;) - well, it should
be, as you all helped make it so..
i'm pretty pleased with it, but considering, as you say, the WGIG report is
only a set of recommendations.. and what with current events in london, i
am sure we will see strong interventions from the EU and others on this
issue as we enter the intergovernmental process, which, by the way, began
to day with the first informal consultation organised by the chair of
sub-committee on IG< AMbassador Khan of Pakistan.
It was enouraging to see that he is trying to apply some of the more
inclusive mechanisms of the WGIG process, in the intergovernmental phase
prior to prepcom - all were welcome to attend, no heirarchy of speakers,
but a very clear message that although there were many good things about
the WGIG process, that we will be constrained by the rules of procedure for
prepcom - and will really only be able to push them as far as the system
s flexibility allows, and with the discretion of the chair and governments
approval.. the challenge will be to keep that window open .. let's see
