I agree, it can be dangerous, especially if you look at the discussions
around security in the first WSIS phase (Rikke and I were following it
then). And I agree with Rikke that we should be there.
But we also should be involved before the meeting takes place. That is
what Robert has started last week, and Karen and I are also following up
on. No reply yet from Tim Kelly (head of the ITU Strategy and Policy
Unit), though. We really should think about an official letter. I can
draft one, but only next week.
They have a web site for the meeting now, but no programme yet.

The major themes of the meeting will be:
* information sharing of national approaches, good practices and guidelines;
* developing watch, warning and incident response capabilities;
* harmonizing national legal approaches and international legal coordination;
* technical standards;
* privacy, data and consumer protection;
* assistance to developing economies with regards to cybersecurity.
The first day of it will serve as a follow-up to the ITU WSIS thematic
meeting on Spam last July.
They are also preparing background material for this meeting. We should
send them some of the best papers from civil society on this! I am
thinking of the statements this group has submitted during the first phase
of WSIS, the papers we submitted to the WGIG, and of course some of the
stuff Privacy International and EDRi (that is: our hero Gus) did on e.g.
Cybercrime and Data Retention. Other ideas?
I can collect these next week and send it to them together with an
official letter from the PSWG. Ok?
