My recommendation at this time would be, as a minimum, to make sure  
that the policy areas related to "privacy" & "data protection" are  
added as thematic areas to be covered by any "forum" which may (or  
not) emerge from the discussions from the WGIG report.

An complimentary approach would be to recommend that existing groups,  
such as the berlin group and others, be able to be - more -  involved  
(in various ways) in existing discussions. this means lobbying for  
opening of spaces , of consultation mechanisms in existing  
organizations that - now  -might be too closed.

Creating a brand new forum outside the existing WGIG recommended  
forum might be seen as proposing a new UN organization all together -  
something that runs the chance of not being supported. I say this, as  
Francis Muget and others proposed a new "multi stakeholder"  forum  
post wsis ..the idea was immediately dismissed.

So in summary, my informal suggestion would be to find as many spaces  
where the policy area of privacy and data protection can be added -  
be it to proposals already on the table (such as the wgig forum), or  
proposals on how to modify/revise existing multi-lateral and  
international organizations so that there is more of an opportunity  
for the privacy community to be involved.

As well, key groups  - such as the data privacy commissioners group -  
would be well advised to make sure they work with the active Civil  
Society privacy "lobby" group at the coming prepcom. it is working  
together that results are likely to be best achieved
