Privacy And Security Working Group
Meeting at PrepCom 3, 21 September 2005, 16:00
Agenda for today
- preparation of our public side-event tomorrow (14-16h, room XXII)
- language submissions to subcommittee A (Internet Governance) and/or B
(Political Chapeau, Follow-Up)
- privacy issues at the summit (host country agreement etc.)
1. Overview: Who are we? What have we done?
- PSWG founded at PrepCom 2, first phase
- Members from EDRI and its various member organizations, Privacy
International, EPIC, CPSR, APC, Forum of Incident Response Teams (FIRST),
ICANN Study Group, Internet Society Bulgaria, Jinbo-Net (South Korea),
Kuwait Information Technology Society
- PSWG maintains close links to the Human Rights Caucus. It has also
produced a joint statement with the African Caucus during PrepCom3.
- The group took part in the drafting of all the relevant civil society
documents. It produced the respective chapters in the various joint civil
society documents. Last contribution was the comment to the WGIG report.
- Coordinators: Karen Banks and Ralf Bendrath
- Listserv www.wsis-cs.org, Archive is public, currently 30+ subscribers
2. public side-event tomorrow
- time: 14-16h (end a bit earlier, HR caucus will be well-attended)
- room XXII
- Title: "Privacy in the Information Society - Where are we?"
- General idea: WSIS assessment, follow-up, WGIG and Tunis Documents,
latest developments
- Format:
oRalf: Introduction, Privacy in the Info-Society, WSIS Phase I
oKaren: Privacy in WGIG
oRikke: Privacy and Internet Governance: The "oversight" perspective
oRalf: Privacy issues in WSIS II, state of drafts etc.
oRobert: Summit privacy issues: RFID, Privacy Policy for Host Country
Agreement etc.
- To do:
o CONGO: change on cs side-events timetable (Ralf)
o Advertise it
o Set up signs (Ralf)
o Press? HR Caucus already had request from Swiss TV…
o Governments?
3. language submissions to the PrepCom
- background: momentum developing recently
o Montreux Declaration of Data Protection Commissioners last week
- some inside / official people are willing to help
o El Salvador DPA person is here
o CNIL has called French delegation
o Vittorio will come next week as member of Italian delegation
o Robert in Canadian Delegation
o Rikke / Danish delegation?
o Who else?
- subcommittee A (Internet Governance)
o SC A is really slow, will set up drafting group over the weekend
o IG Caucus is preparing draft paras as input
o We can outperform them here!
o Special language? We only have the text from WGIG and our comment so
far, have to draft UN speak language
--> One (more radical) version from us, based on WGIG paras and our comment
--> Another, a bit more moderate version, to be submitted by the IWGDPT
(Berlin Group) -> Ralf is in close contact with them
--> Tapani is starting a rough draft, Ralf will take over later this evening
o Liaison to IG Caucus: Karen & Ralf
- subcommittee B (Political Chapeau, Operational Part, Follow-Up)
o Political Chapeau, para 5 (Key principles):
- has “increase confidence and security”
- BUT: even HR are missing!
- privacy and freedom of speech to be inserted!
- Allies? HR Caucus actions?
-> Submit language (easy)
- Timeframe: next week
o Operational Part, chapter 1, para 6 (targets)
- Difficult, currently doing first reading
- Maybe after first reading submit language
• Whole para needed, cooperate with HR Caucus?
o Annex: Action lines
- Action Line c5: “Building confidence and Security in the use of ICTs
--> No new language, but monitor who becomes “coordinator”
--> How can we follow-up on this?
4. privacy issues at the summit
o cf Geneva
o RFIDs, participants database etc.
o host country agreement
o Robert is in contact with Charles Geiger from WSIS-ES about this
