[Privsec] update on: new "terrorist" paragraph introduced

Rike and I are working on a joint statement with the Human Rights Caucus 
in the subcommittee plenary tomorrow morning. Daniel is also providing 
some backoffice support. :-)

We will mainly raise our opposition against this terrorism paragraph and 
the cybercrime convention.

--> Any concise wording from existing documents on both aspects which we 
could copy here is highly welcome.
