I read that they made reference to some UN Security Council Resolution.

Mainly it was said: 1373, 1516, 1624 (or 1654, but this one doesn't exist)

1373 - Was adopted shortly after 9/11
1516 - Was adopted after the Istanbul attacks
1624 - is just from 14. September 2005

I will have a closer look at them now.
